If there are signs of significant progress for one taking simvastatin, can the doses be reduced? How does it goes?

In brief: Yes

You're 29? I assume you've never had a heart attack? If you have an inherited disease with severely elevated cholesterol, you should take the highest dose tolerated to avoid premature death.
Otherwise, an LDL of <100 to 130 is your goal. Your doctor can titrate your dose to achieve that goal. For people with heart attack due to atherosclerosis (not you), the goal is an LDL of <70.

In brief: Usually not.

Simvastatin should be dosed to reach target values in persons with atherosclerotic vascular disease, diabetes or those at high risk for vascular disease.
Current guidelines do not include treatment for persons under 45 unless there has been a vascular event or a history of an unusually high cholesterol value as may be seen in uncommon genetic disorders.
