Your chest can increase in size with exercising the pectoral muscles, but not the breasts, as they don't have any muscle tissue.
Usually, not always, the breasts will stop growing around the end of puberty, which is usually around the age you are currently. They will also grow with pregnancy, and lactation (breast milk). There is a device called the brava that can temporarily swell the breasts.
