What can cause a diastolic number to drop from an average of 85 down to 61 without a change in the average systolic number?

In brief: Diastolic bp

The first thing would be blood pressure medications which at times can have a selective effect on diastolic BP over systolic.
There are other condition which widen the gap btwn the two number like aortic valve regurgitation , an av fistula which is an abnormal connection btwn an artery and vein.
