In brief: Seek dermatologist

It sounds like you would benefit from a prescription regimen such as Accutane in combination with a skin care regimen but you should first be evaluated by a dermatologist.

In brief: Sure

I am not sure if you need help with the acne, dry skin or the scars.
One way or another, reduce the use of soap to prevent excessive dryness. Also, avoid any topical preparations, be those prescription or over-the-counter or cosmetics to help your skin moister. Acne can be treated with antibiotics, some topical gels (most are irritating and drying). Scars can be treated with some peeling/lasers.
