I am a 28 year male with shooting pain down my right arm, its not constant. Is it a nerve or heart thing?

Probably nerve. Because of your age, the fact that it is your right arm and not the left, and because you do not mention chest pain, this is most likely caused by pressure on the nerve. This commonly occurs in the neck, elbow area, or wrist. Tests could localize the problem if the symptoms persist.
