In brief: At least few months

I expect this is for a cultural reason.
I have many asian and hispanic families that shave heads after a few months in a ritualistic way, and it's fine. However, you don't want to shave while the hair is the fine, newborn hair. If you don't have to though, i wouldn't. Hair will grow in just fine no matter what you do, so it's better to let nature take it's course.
