Can hep b/c transmit between 2 men having anal sex & both men r uninfected with hep b/c? That is can anal sex between uninfected person cause hep b/c?

In brief: No

If every one in the group having anal sex is truly not infected at that time, no one would get hep b/c.
The problem arises that if they were tested 4 weeks ago or a week ago & had sex after that with some one + then you are at risk no matter what the test showed. Also condoms are not 100% protection.

If neither man has infection or carrier state of neither virus than neither hepatitis b nor c can be transmitted.
Note that both viruses usually infect as an asymptomatic carrier state and unless tested, a person would not know they're infected. Always use a latex condom.
