This is a bit of a loaded question, since most teens are not emotionally ready for sex.
The guys have no idea what sex means to the girls, and the girls may or may not have a good idea of what sex entails, and neither really understands the risks involved. For a teen to be "ready", they have to have a good understanding of the risk, how to be safe, and a thorough discussion of the emotional side.
