In brief: Weather?

This time of the year, the wind and cold have a tendency to really take its toll on the lips.
When we lick our lips and go out into the cold weather, the wind and temperature have a drying and chapping effect on the lips. It is best to wear lip balm, if it has a uv blocking agent in it that's even better, since the bright sunlight can create a sunburn on those sunny winter days.
