In brief: Uterus grows

A low lying placenta at 4 months is something to monitor but not something to panic about.
The placenta does not actually move but as the uterus grows the placenta will then be the normal position. It is too early in the pregnancy to be thinking about a c section for low lying placentas. The majority of these will be resolved on later sonograms.
