In brief: Bad
Lead encephalopathy (brain "poisoning") is a well recognized entity in toxicology.
The most common sign of lead toxicity is mental slowing (retardation). Although, most cases are mild and may only manifest in poor grades and new skill acquisition in children, the degree of it may escalate to overt mental retardation with all the symptoms pertinent to that.
