I have polycystic ovarian syndrome. Should i start taking estrogen? I get hair in weird places, like on my chin and neck

In brief: No

With pcos the estrogen level is chronically elevated and additional estrogen will not help.
Ocp's (which do contain estrogen) however would likely help by suppression of the ovaries. The hair changes you notice are probaly due to increased testosterone levels seen with pcos and would probably improve with ocp's as well.
