Is it true that if you have diabetes you can not have children?

In brief: No

Diabetes has little to no effect on fertility.
Though diabetes can complicate a pregnancy, it can be managed by a trained ob/gyn physician. In some cases the help of a high risk OB (maternal fetal medicine) will be required.

Actually, if HgbA1C is elevated the risk of fetal anomaly and miscarriage is elevated. Elevated insulin levels can interfere with normal ovulation in some women.

Diabetics are just as capable of having children as anyone else.
You may require supervision during your pregnancy by a specialist trained in management of high risk pregnancies as you may be at an increased risk for complications. It will also require careful management of your diabetes during the pregnancy.
