In brief: 9,but it gets harder
Expected fertility rates are based on studies of the hutterites, a sect who felt it was their religious duty to have as many children as possible.
They usually married before age 25 and on average the women had 9 children each. Fertility decreases w/older age & miscarriage rates increase w/age. Pregnancies often are more risky to the woman as she ages (increased bleeding, hypertension, diabetes).

In brief: No answer
A woman can conceivably get pregnant everytime she ovulates.
If she carries the child for 9-10 months she could have 25 or more children over the course of her menstruating lifetime. I had a patient who had been pregnant 21 times and delivered 20 live children. But that puts a heavy burden on your body and there is now evidence that close spacing of pregnancies may increase the risk of autism.
