In brief: OTC is ok
If this is a short duration problems (< 1 week) then over the counter (otc) medications like mucinex, (guaifenesin) robitussin, or other cough and cold remedies are fine.
Read and follow the labels, as even otc meds can be harmful. If this is a longer term problem see your pcp or ENT as there could be a need for prescription type medications. Best wishes.

Best is to find out what is causing the sinus congestion.
There are several possibilities. See your doctor for diagnosis and treatment.
