In brief: It depends

Ct angiography consists of i injection of a contrast through the vein and then a ct scan.
The contrast is hard on the kidneys and the ct consists of a lot o radiation. So unless necessary it's not recommended as a screenig tests due to side effects.

In brief: Both and neither

Ct angiography is accomplished by injecting dye into your vessels and than taking a ct scan of the area.
It is a good test for many things but uses a lot of radiation. Other tests (mr angiography, for example) are sometimes useful as well. Which test to get is a decision best made by you and your doc.

In brief: A tool

Ct angiography is a useful tool when used where needed ( to diagnose a blood clot in the lung, for example).
It can cause harm if there is a reaction to the contrast or if rather kidneys are fragile, so each time it is ordered the risks should be weighed against the information to be gained.
