A ganglion cyst will form on a tendon, i'm not aware of the forehead being a location for that.
For that reason it should be evaluated and possibly removed. Could it be a sebaceous cyst?

This is likely an epidermal inclusion cyst. They can get infected and therefore if it bothers you get it removed.
