In brief: Sinus rinses

Sinus congestion is common in pregnancy (rhinitis of pregnancy).
If you are just stuffy with clear drainage, try a sinus rinse and/or saline spray. If you have facial pain, purulent drainage, or severe symptoms see your doctor.

Pregnant women experience worsening "rhinitis" symptoms as they baby comes to term. There are some Rx (nasal sprays) that can be useful but not all have been technically cleared to be used in pregnant women. The concern for the baby does decrease (when talking about nasal anti histamine/steroids) as the baby comes to term. But starting with Dr Bowman suggestion is good/safe first step.

In brief: See doctor

Any woman who is pregnant should see a doctor before taking any medication over the counter, and should be careful to avoid self-diagnosis; it is not worth the risk of being wrong.
Budesonide is the safest nasal steroid used in pregnancy. Some of the most common antibiotics used for bacterial sinusitis (amoxicillin, azithromycin) are generally considered to be safe.
