In brief: Many possibilities

This type of rash can be one of many things.
If your child is feeling well otherwise, your doctor is probably right. However, if you are uncertain and concerned i would see a dermatologist who would likely be able to tell you exactly what is going on with the rash.

In brief: Could be viral but..

Without knowing more about it (where is it? Eg all over vs just one area), it is hard to speculate.
Itchy/bumpy is usually some sort of contact dermatitis or eczema. Though.
