I just moved to nebraska from mississippi. My 4 year old daughters eczema flared and was resistant to normal medicine like elidel (pimecrolimus). Why?

Colder winters. Dry air secondary to winter indoor heating is the most likely causative agent assuming other allergic and stress variables unchanged. The dryness of the indoor air aggravates skin dryness making it itchier and stimulating the "itch scratch" cycle of eczema. Keep her bedroom cool, consider adding humidification, and be very aggressive with skin hydrating agents and oral antihistamines. Enjoy snow.
