In brief: Depends

Depending on the age of a child behavior like this can range from completely normal sleep patterning to abnormal behavior in need of medical attention.
If the behavior is reoccurring it may be something you to bring up at the child's next well-child check-up with a pediatrician.

I'd recommend seeing your grandbaby's doctor to discuss it as soon as possible - even it it isn't a bad problem, it will help everyone to rest easier.

In brief: Medical Exam needed

Persistant nocturnal awakening and crying can have several causes and a evaluation by your physician is necessary to find the cause.
Sometimes pain from moving teeth can cause this, or even severe hunger pains or intestinal problems. Rule out infections e.g. Pinworms or nasal congestion. Pinworms frequently can cause nocturnal pain and crying.
