Would acupuncture help for progressive bulbar palsy?

Unlikely. Acupuncture may be useful for pain, however, and could be used as palliation, but will have no effect whatsoever on progressive bulbar palsy, a variation of classical motor neuron disease.
WHO Says: The world health organization places progressive bulbar palsy under the category of “diseases, symptoms or conditions for which acupuncture may be tried provided the practitioner has special modern medical knowledge and adequate monitoring equipment.”.
