Took fosomax for 7 years with little benefit; then no meds for 2 years. Which has best risk/benefit ratio: reclast, (zoledronic acid) prolia, fortero, foxomax?

Possibly Forteo. The drugs which prevent bone breakdown, reclast, (zoledronic acid) Prolia and Fosamax are generally safe. A tiny percentage of patients may develop a jaw problem or atypical fractures of the thigh bone. Forteo builds bone and is not associated with the above rare problems.
Supplements. These natural substances help build bones naturally: strontium, boron, vit d3, magnesium, and calcium. Eating lots of alkalizing foods such as fruit and vegetables also helps.
