Lots of fiber without enough water will lead to constipation.
A balance of both are needed to create bulk and keep the stool soft.

Constipation can be a complex problem. If this is new, seek assessment.
It can be an alarm symptom. I will limit my answer to your question re fiber. Many things can slow (or obstruct) the bowel. Fiber will not fix those problems.
