Where can I get my paralyzed diaphragm treated?

Thoracic surgeon . When a diaphragm is paralyzed it stays in the up position. To breathe in our diaphragms move downward. When the diaphragm is stuck up it reduces the volume of the lung. A thoracic surgeon can placate the diaphragm- make the diaphragm smaller so it flattens out and gives the lung more room to expand. For a small group there is diaphragm pacing but the phrenic nerve must not be injured.
Thoracic surgeon. You should see a thoracic surgeon, a plication might be possible.
Not possible. Phrenic nerve which controls function of diaphragm cannot be reliably repaired to restore the muscle activity.
