If your herpes test is negative does that mean you are negative for hs1 and hs2?

In brief: Depends

It depends on what the test was for. If the test was a pcr for hsv genetic material, it just means you don't see it in the bloodstream; it's not very useful ruling out the infection.
If it is an antibody test, then you need to see if both hsv1 and hsv2 were tested; all that test means is exposure at some point in time to hsv.
