I have these small red lumps/spots around my penile head and underneath my foreskin its neither itchy or irritable? 99% sure its not a std.

Most common around the corona of the penis are pearly penile papules.
They are common and harmless and are not contagious, nor do they require any treatment whatsoever. Obviously, i cannot diagnose you without a proper examination but this may be what you describe.
