Yes it could. I assume you mean the mother using crack Cocaine while the baby is still in her uterus? Whatever the mother uses, comes to the baby through the placenta. Absolutely Cocaine can cause problems in the fetus, and seizures once it is born. The baby will be tested for substances, and it could mean child protective services getting involved as well.
Cocaine constricts. Blood vessels throughout the body, including the placenta & fetus, causing hypertension in mom & possible " strokes" in the fetal brain with abnormal brain development from 3 weeks post-conception on. Late 2nd trimester, white matter @ the ventricles of the brain sensitive to low oxygen supply can soften, causing a form of cp. Any areas of brain damage can be a focus of seizures. Mom needs help.
