Ovulation suspected, cervix high and soft slightly open, but no ewcd, instead watery clear discharge. Does this indicate low estrogen/ infertility?

In brief: Not likely

Low estrogen would actually usually cause a scant thick cervical mucus.
You could always consider asking your doctor to do a post coital test and look for cervical mucus ferning as well. However, with the availability of ovulation prediction kits over the counter i would probably suggest using those first.
