There are not surgical procedures that would make a person's eyelids perfectly symmetrical (perfection doesn't exist in real life).
However, plastic surgeons can make a smaller lids opening larger, make a double eyelid fold if there is a single fold, tighten a lower eyelid if the lid margin is drooping away from the eyeball, etc... Plastic surgery is an art, so results may differ among surgeons.
