If they have always been there and not changed, then may be small hemangiomas (blood vessels). If they are recent, they could be anything from things similar to pimples, bug bites, fungal infections (ringworm or tinea versicolor), to different types of moles or growths. Have it evaluated at your next doctor visit. Sooner, if changing.
