Had orif surgery to stabilize fibula 2 mos ago and am transitioning to a walking boot and 1 hr/day on recumbent bike, is swelling normal?

Swelling. Swelling with an ankle break or surgery can last 6-12 months. The swelling may or may not go away entirely.
Yes. The early treatment is focused on the fracture, the long term treatment focuses on soft tissue healing. When bones fracture they release a tremendous amount of energy into the soft tissues. We often don't focus on this part of the injury because you can't see it on x-rays but it affects the healing process long after the fracture has healed. Some patients experience some swelling for a year.
