In brief: Saline Nasal Spary
The safest thing to use is saline nasal spray.
You can also use some afrin nasal spray for short periods without any issues.

In brief: Congestion Rx
Is it is not uncommon to have nasal congestion with pregnancy especially during the last trimester, the rhinitis of pregnancy thought to be caused by placental growth hormone.
Sudafed and nasal steroid sprays can help. Topical afrin can only be used for 3-4 days at a time with a 3-4 day break between uses. As always clear any medication use with your obgyn.
