In brief: No

Normal athletic will not be strong enough in this region of the foot.

In brief: Fractured foot

Probably not with weight bearing.
A splint and/or cast is likely and if not properly aligned you may need a pin/wire/plate and a cast.

In brief: Yes

Athletic tape does help support joints but it will stretch out over time.
Taping is a good place to start to see if it helps. If it does you might want to consider an orthotic evaluation that might be a longer term solution.

In brief: Define realign

If you have a dislocation then no.
..Tape does not last for long periods of time. Athletic tape is used to prevent sprains by preventing the foot/ankle from rolling over, but not strong enough to realign bones.
