I had a freckle on my left arm and now its scabbed but the scab has fallen of . When it does it bleeds quiet a bit, is this a problem ?

You called it a freckle, but most freckles do not develop scabs and bleed when they fall off.
You should have this checked by a dermatologist. Though you are young, it is still possible to have a skin cancer, especially if you are fair-skin or redhead, and have sunburned in your past. Get it examined; most skin cancers are no big deal if removed (local anesthesia) while small. Don't pick at it!
