In brief: No
Implants replace teeth, they do not treat periodontal disease.
In fact, if your periodontal disease is not under control, dental implants should not be placed.

Implants do not remedy periodontal disease.
They can be used to replace teeth lost due to periodontal disease. Implants are subject to a condition called periimplantitis which is the implant equivalent of periodontal disease on a natural tooth.

In brief: Control disease
Most important ~ control the periodontal disease to establish a healthy foundation in order to have implant success, or any restorative dental care, for that matter. Removing teeth because of bone loss associated with periodontal disease will most likely require bone grafting to build bone back up before the implant.
Perio is not cured, only slowed in progression. Maintain oral hygiene.
