A lot of air is being forced quickly through a narrow opening, and the result is a whistling sound. And just like whistling, the pitch and volume can vary somewhat, sometimes pretty low and sometimes high. In adults, wheezing is usually asthma. In kids, wheezing can be asthma, but it can be a lot of other things too.
