In brief: Foreskin is tight
Symptoms can be an inability to retract foreskin or foreskin /penis is painful because retraction is difficult because foreskin opening is too small.
Tight phimotic foreskin can get stuck once pulled over glans & can not be returned. This called paraphimosis & is a medical emergency which must be corrected ASAP. Other symptoms can be pain or bleeding with sex.

Long but easily retractable foreskin with no infection or inflammation usually may be left alone and requires no circumcision.
But, if a foreskin is tight and non-retractable for appropriate topical hygiene, and / or causes recurrent infection/inflammation, circumcision is the choice of care. So, go to see urologist for assessing the necessity of care. Best wish ...

It usually causes discomfort and pain with retraction or with an erection. This is usually treated with topical creams and slow/gentle retraction of the foreskin. If these measures fail, surgery is the next step.
