In brief: Poss migraine

Definitely make sure it isn't from high blood pressure.
If it is normal then consider migraine. Over 90% of people who think they have sinus headache actually have migraine. Often with nausea, vomiting, sound and light sensitivity, miss school or work. With 2 symptoms >80% chance, with all 3 then >90%. Sinus headaches not so severe and not with these others symptoms.

In brief: You need to see a

Doctor. Sinus headache shouldn't cause sig BP elevation nor swelling.
You need to get BP to a normal range, watch your sodium/salt intake & make sure your kidney's are functioning ok. Based on exam, your doc may want to do blood tests, urine tests, and check to be sure you don't have a sinus infection or other issue causing your headache. Sleep apnea or thyroid problems might also be factors.
