In brief: No
Hoarseness is very common and surgical treatments should be uncommon.
.. Most hoarseness is related to: 1) vocal hygiene (talking too much, improperly, too loud) 2) allergies 3) sinusitis 4) reflux. There are many non-surgical things that should be explored before considering surgery... Even with vocal cord nodules..

One caveat: the diagnosis drives the treatment so, find out what's wrong with the voice THEN figure out a treatment scheme.

In brief: Don't give up
When you consult with a physician skilled in the care of the human voice (a laryngologist), that visit will include an examination of your larynx (voicebox).
Appopriate treatment is determined after you know the diagnosis; 'hoarseness' is a symptom, not a disease. There are causes of altered voice which require surgery but, the majority don't. You won't know until you are evaluated & advised.
