In brief: Complex
Physicians can address safety and any medical limitations that may be needed.
Rehab medicine doctors and physical therapists may assess physical competencies in terms of physical abilities and limitations and psychologists or neuropsychologist may adress mental comeptencies. Physcial measurements, cognitive and neuropsych testing, and similar tests can be performed.

In brief: Dr may say it's safe
A primary care doctor, orthopedic doctor, or occupational medicine doctor may evaluate a person with a disability, and decide whether or not he is safe to do a particular kind of work.
It is subjective, because nothing in life is 100% safe. A doctor cannot demonstrate a patient's competency to perform a job, any more than a doctor can say a particular football player will be a great quarterback.
