Skin irritation on the face only, especially in women is most often a contact irritant reaction.
This could represent a true allergy to chemicals found in facial cleansers, make-up products, lotions or sunscreens. Step one is to stop all topicals and try a cleanser such as cetaphil restoraderm or aquaphor unscented baby wash. If irritation persists, see your doctor. A physicial exam is needed.

Flushing is common in people taking Niacin to lower cholesterol, for example. If itching is present, flushing is a bit more likely to be due to an allergic reaction. Retina and sunscreens and other products can also cause this. A doc would need a detailed history of your product use and activities to figure this out
