Could be tori
Would need a bit more info for a more definitive answer: are they within the lower lip or attached below the lower front teeth? If they're attached below the teeth, they are likely tori which are harmless rock-hard bony growths.
They can sometimes be related to heavy, chronic teeth clenching. If they are within the lower lip, they could be lymph nodes. If ur concerned, a quick visit to the dentist.
