Yes. Sunburned skin should be hydrated, and lotion is a good way to to keep the skin moisturized.
You can also use aloe gel to cool the skin.

Sunburn occurs when solar radiation damages the skin.
Unfortunately, not even the world's greatest skin lotion can bring dead skin back to life and I am betting that rubbing the skin is causing you intense pain. Using Motrin or advil (ibuprofen) to decrease the inflammation and applying an over-the-counter gel with Benzocaine as well as protecting the area will pay biggest dividends.
