In brief: No
Even people under 18 can become an alcoholic and can then therefore attend aa, many times in larger cities there are meetings geared for younger people.

In brief: Not really
Nobody cards people coming into aa meetings, but usually most people are 18 and over. Many younger people find younger member groups, like alateen, more to their liking.
There is even a professionally facilitated group "alatot", in some programs, for the very young children of those with alcoholism.
