In brief: Never

Eczema is made much worse by drying cleansers.
Soap is a drying cleanser. You should be using a non soap cleanser that won't dry your skin, such as dove for sensitive skin.

In brief: Bathing

Moisturizing soaps are best for bathing (dove unscented®, aveeno®).
For some people even these are too drying; then consider non-soap skin cleansers (cetaphil® or something similar).
