A cleft palate occurs early in pregnancy.
It is a birth defect and cannot occur later in life. In rare cases, holes ("fistulas") can develop in the palate in an older individual from infections, use of Cocaine or direct injury.

In brief: Born w/cleft palate

Unless you have a severe injury to your face that results in a fracture of your palate, with loss of bone, you cannot develop a cleft palate.
One is typically born with a cleft palate. Depending on the severity of the cleft in the palate, it may not be readily noticeable on examination.
