Not in a strict medical sense, no.
But a major problem with adhd kids is their inability to process information efficiently, be attentive to it, and inhibit extraneous stimuli. This combination usually leads to academic ineptitude or failure by high school. Many inattentive adhd kids are called ld for this reason, when in fact they are adhd. Ld can also occur as comorbidity with adhd.

Adhd can impair reading, math & written expression even without sld. Under section 504 of the rehabilitation act 1973 & the ada 2008, students with adhd without significant academic deficiencies can receive educational services. So, documented adhd confers eligibility.
