I will assume we're not talking about 5 kids who "score a joint" and giggle and snort in the back of the garage for an afternoon.
Teenagers who are routinely doing drugs will keep doing them like any addict does, and especially since they are also likely getting social acceptance reinforcement. A few who are "medicating" another issue like depression may stop if the problem is addressed.

NA, AA, and other recovery programs can help, and if not them al-anon can help their loved ones find relief.

See it from bio-psycho-social view: if there is family history, consider genetic factors predisposing to substance use.
If mood/anxiety/cognitive disorders : substances may be way to "self-medicate" to improve. If situation child lives is stressful, drugs may become a recourse. Hence value given to rehab, therapy + environmental change to modify outcome. Otherwise, there'd be no hope!
