In general, if a person eats fewer calories than he needs to live on each day, his body will use the stored fuel (fat). If a person exercises more than he did before, but does not start eating more calories, then his body will also use the fat (stored fuel).

Best bet is nutritional weight loss diet with aerobic exercise 30-60 min 3-5 days/week.

The first is running toward a negative caloric balance. The body fights this. The second, but your fat is on your middle and torso, is a low carb diet. There is now no scientific argument that can be marsalled against this. And exercise vigorously. You cannot lose fat locally, but you cantone up!
